Position Overview
Nationwide IT Services (NIS) is seeking an experienced IT Capital Planning and Investment Control (CPIC) Specialist for a potential opportunity to support federal IT investment management activities. This role is responsible for assisting in the planning, evaluation, and oversight of IT investments to ensure alignment with mission objectives, regulatory compliance, and optimal return on investment.
This is a remote, work-from-home opportunity.
The CPIC Specialist will work closely with program managers, financial teams, and executive leadership to support the full lifecycle of IT investments, including Select, Control, and Evaluate phases.

Program Analysis & Risk Management
Perform Capital Planning and Investment Control (CPIC) activities by creating and maintaining required USDA CPIC artifacts, producing CPIC presentations, AARs, and related data-call responses, and responding to all CPIC and AAR inquiries in accordance with established submission deadlines.

Program Analysis & Risk Management
- Develop, deliver and update risk mitigation and risk management plans monthly, quarterly, annually, or as new risks emerge.
- Conduct cost driver, schedule, and performance metric analysis for RD systems, including automation of data collection and reporting, as needed based on the acquisition strategy and the associated IT investment risks.
- Provide Capital Planning support through the development of investment business cases and supporting analyses, including cost-benefit analyses, alternatives analyses, and investment justifications aligned with RD processes and budget submission requirements.
- Prepare an annual acquisition plan for RD systems, including, but not limited to, Procurement Instrument Identifiers (PIIDs), appropriation types, performance schedules, related investment associations, and applicable Technology Business Management (TBM) attributes. Maintain compliance with reporting and submission requirements. No more than 3 compliance incidents during the contract period.

IT Investment Management Program Support
- Produce and submit quarterly and semiannual IT investment CIO rating self assessments in accordance with RD processes and submit them through the designated Government specified reporting channels.
- Develop and coordinate quarterly integrated data collection (IDC) submissions.
- Maintain 'Green' CIO ratings in AgMAX and on the Federal IT Dashboard.
- Produce corrective action plans when “Green” ratings have not been achieved, to identify issues and mitigation strategies that will return the investment’s CIO rating back to “Green”.
- Process and submit IT investment financial data.
- Provide investment governance expertise on presentations to the OCIO Integrated Advisory Board (IAB), Executive Board (E-Board), Investment Governance Boards (IGB) and Integrated Project Teams (IPT).
- Respond to CPIC inquiries promptly and accurately.
- Serve as the subject matter expert on the Technology Business Management (TBM) process to update and submit Distributed Life Cycle Cost (DLCC) data.
- Implement process improvements based on OMB and USDA guidance.
- Produce Investment Cost Savings & Avoidance and Return on Investment (ROI) reporting.
- Prepare, plan and coordinate AAR submissions across the period of performance, respond to AAR inquiries within 2 business days and ensure all responses are accurate and aligned with USDA, CPIC & RD applicable policies and processes.
- Submit AAR packages on time to secure approvals within the required timeframe, ensuring acquisition process deadlines are met.
- Maintain AAR templates, packages, artifacts, historical files and related documentation in the designated Government provided SharePoint site or any other Government-furnished information system or software tool as directed, ensuring accuracy, accessibility and proper version control.
- Bachelor’s degree in Information Technology, Business Administration, Finance, or related field (or equivalent experience)
- Minimum of 5 years of experience applying Capital Planning and Investment Control (CPIC) practices, supporting CIO scoring and IT portfolio performance reporting, and conducting USDA or federal FITARA aligned- acquisition approval and compliance activities
- Strong understanding of federal IT investment management processes
- Experience supporting budget formulation and execution activities
- Familiarity with capital planning artifacts (e.g., business cases, budget exhibits)
