Nationwide IT Services is currently looking for a Budget Analyst, Sr.  for our SAF/AQR customer on our STAQSS II contract.
The STAQSS II contract supports the Secretary of the Air Force for Acquisition (SAF/AQ).  The objective is to provide specialized expertise to complement the organization’s inherent resources for effective and efficient mission accomplishment and continuity, introduction of innovation, and enhancement of technical competence. The contractor shall support the entire spectrum of acquisition and sustainment efforts as necessary to support the respective Government organizations.
SAF/AQR – Office of the Deputy Assistant Secretary for Science, Technology and Engineering
Serves as the Air Force S&T Executive, Air Force Acquisition Chief Engineer and Technical Authority, the Air Force Corrosion Control and Prevention Executive, Air Force Standardization Executive, and functional manager for the S&E career field. Develops and implements plans, policies, and procedures for Air Force S&T, laboratory management, technology transition (to include Joint Capability Technology Demonstrations (JCTD)), Technology Cooperation Program, technology transfer, development planning (DP), and experimentation. Establishes engineering policy, standards and specialty engineering guidance for Air Force systems, subsystems, and end-items. Leads the Systems Security Engineering (SSE) activities that include the identification and protection of critical program information (CPI) and functions, elimination or mitigation of cyber vulnerabilities, and program protection planning. Establishes policy and guidance for the development, implementation, and operation of the Air Force airworthiness assurance system. Develops the Department of Air Force S&T strategy in consultation with AF/ST and SAF/SQ; oversees USAF S&T program elements involved basic and applied research as well as assigned developmental program elements and ensures technology development supports warfighter needs. Advocates for S&T, DP, prototyping and experimentation, technology transition, technology transfer, digital engineering, and S&T intelligence; defends these areas in the corporate Air Force PPBE process; and serves as the primary interface with Congress, OSD, and other government agencies for these non-Special Access Program (SAP) investments. 
This position provides fiscal guidance and oversight to 17 PEMs, managing 27 Science and Technology programs, and provides critical support to the AQR Budget Analyst civilian (on-deep) position. 
The tasks for this position include, but are not limited to, the following:
  • Analyzing and developing recommendations and reports on the financial and budgeting aspects of the programs.
  • Tracking program cost and funding data through the PPBE cycles, review and interpret programmatic data, and prepare cost- related inputs for required reports.
  • Performing analyses of program funding for all PPBE phases and other budget exercises.
  • Tracking and assessing resource allocation options and identify possible impacts of proposed funding positions.
  • Researching and analyzing program funding and execution trends data from sources such as the EVMS and identify issues, recommend solutions. Recommend changes to funding documentation to ensure standardization and compliance with requirements.
  • Utilizing Air Force financial software, automated databases, standard office application software, and database tools. (ABIDES, Program & Budget Enterprise System (PBES), ASARS, AFM, CRIS, IDECS, Microsoft Office Suite).
  • Updating data in Air Force budget and execution plan preparation databases.
  • Tracking and researching financial regulations and policies. Analyze budgeting and financial processes associated with Air Force PPBE.
  • Developing recommendations on budgeting and financial process improvement.
  • Reviewing budget documentation material.
  • Supporting LCC and other program cost-estimating efforts including disseminating information for international partners and FMS.
  • Any other tasks closely associated with the performance of duties list above and as coordinated with the COR.
Qualifications:
  • A master’s degree in business, finance, or related discipline.
  • At least 10 years of relevant budget (programs of record) experience in a System Program Office and/or Air Force Headquarters.
  • A strong understanding and expertise in the Air Force or DoD Acquisition and PPBE process.

Work Experience Substitutions:
12 years of relevant work experience may be substituted for a MA/MS degree.
BA/BS degree plus 8 years of relevant work experience may be substituted for a MA/MS degree.
