Nationwide IT Services, NIS, is seeking a Systems/Network Administrator Lead to direct systems/network operations and maintenance for the United States Military Entrance Processing Command (USMEPCOM) under the Enterprise Network for Lifecycle, Information Support, and Technology (ENLIST). The Lead ensures enterprise operations meet defined service levels and security requirements.

The position leads the Outage Response Team (ORT), including outage recovery, Continuity of Operations (COOP), and disaster recovery. The Lead coordinates resolution and third parties, informs leadership, and maintains response procedures, team readiness, and the Incident Response Plan.

Duties and Responsibilities
  • Plan, organize, and lead contractor teams performing systems/network operations and maintenance across the USMEPCOM enterprise; monitor service levels and operational performance.
  • Coordinate administration of servers, operating systems, storage, enterprise virtualization, cloud platforms, networks, Active Directory, and related enterprise services.
  • Lead technical planning, engineering integration, interface analysis, and hardware/software testing; validate system-level configurations and interoperability with legacy platforms.
  • Apply RMF security principles and procedures; coordinate secure configurations, STIG implementation, vulnerability remediation, patching, access controls, and change management.
  • Direct the ORT's 24/7/365 monitoring, outage triage, diagnosis, mitigation, and restoration activities. Organize team coverage to provide required on-site response within 60 minutes of an identified outage.
  • Serve as the primary outage-resolution contact; coordinate with Government personnel, other agencies, vendors, service providers, and subcontractors to restore service.
  • Provide status updates at intervals not exceeding one hour during active SEV 1 or SEV 2 outages and coordinate stakeholder messaging with the Service Desk Branch Chief.
  • Document outage actions, timelines, communications, root causes, and corrective measures; deliver written incident reports within five calendar days after resolution.
  • Create and maintain the Incident Response Plan, review it quarterly, maintain response procedures, and ensure ORT readiness. Coordinate COOP exercises, activation support, backup testing, and recovery.
  • Maintain network diagrams, configuration and asset records, operating procedures, and service-status inputs; support knowledge transfer, technical training, kick-off activities, and quarterly Program Management Reviews.

Minimum Qualifications
  • Possess certifications as required by DoDM 8140.03, Cyberspace Workforce Qualification and Management Program.
  • Possess an ITIL v4 Practice Manager certification, ITIL v4 Foundation certification, or better.
  • At least three years of experience within the past five years with IPv4 or IPv6 protocol stacks.
  • Possess a Secret security clearance.

Preferred Qualifications
  • At least five years within the past ten years managing enterprise IT teams in geographically separated locations supporting O&M of physical/virtual servers, Windows and UNIX/Linux, databases (for example, Microsoft and SQL), collaboration tools (for example, SharePoint), VMware, ESXi, applications, scripting, SANs, and enterprise computer security.
  • At least one year within the past ten years leading network personnel and coordinating outage response procedures.
  • At least five years within the past ten years with cloud-based solutions and/or a virtual desktop enterprise environment.
  • At least five years within the past ten years in network/system administration, including outage response and incident management.
  • At least one year within the past ten years with DISA's network transport solutions, or experience supporting comparable enterprise, Federal, or other large-scale mission network environments.
  • At least six years within the past fifteen years supporting global network systems and subsystems; troubleshooting LAN, Multi-Protocol Label Switching (MPLS), BGP, WAN, and network/service availability; and recommending fixes and enhancements.
  • At least three years within the past ten years with IPv4 and/or IPv6 protocol stacks. The separate minimum requirement of three years within the past five years also applies.
  • At least three years within the past ten years planning and executing local and long-haul communications.
  • Two or more network certifications, such as Cisco Certified Network Associate (CCNA) and CompTIA Network+.
  • At least one information security certification, such as CompTIA Security+ or CISSP.
  • At least three years within the past ten years supporting and troubleshooting firewall appliances and rulesets and working with firewall solutions.

Contract / Work Environment
  • Proposed ENLIST Key Personnel position supporting USMEPCOM, contingent upon award.
  • Work at USMEPCOM Headquarters in North Chicago, Illinois. Attend occasional Headquarters planning/team-building activities and travel to CONUS/OCONUS locations as required.
  • Support 24/7/365 outage-response services through assigned coverage and on-call arrangements, including after-hours recovery and COOP activities. Individual schedules will be established for the assignment; continuous duty by one individual is not prescribed.
  • Provide proof of U.S. citizenship; meet IT-II/Tier 3 or Tier 3 Reinvestigation requirements; obtain a Common Access Card (CAC); and submit investigation and baseline/computing-environment certification documentation for onboarding.

Salary range: $140,000 to $175,000 annually 
The salary range is a general guideline. We consider several factors when determining base salary offers, including the position's scope and responsibilities, the candidate's experience, education, and skills, and current market conditions.
