Nationwide IT Services, NIS, is seeking a Task Order Program Manager (TOPM) to serve as the single task order manager for Enterprise Network for Lifecycle, Information Support, and Technology (ENLIST), supporting the United States Military Entrance Processing Command (USMEPCOM). The TOPM is the contractor's authorized interface with the GSA Assisted Acquisition Services Contracting Officer's Representative (AAS COR) and USMEPCOM Technical Point of Contact (TPOC) for operational and technical delivery, with responsibility for overall task order performance.

The position directs contractor and subcontractor personnel delivering program management, IT service management, systems and enterprise IT support, technical training, cybersecurity, software engineering, and data analysis. The TOPM coordinates staffing, schedules, quality, risks, reporting, and transitions while maintaining mission services and addressing Government priorities.

Duties and Responsibilities
  • Formulate and enforce work standards; assign contractor schedules, supervise personnel and subcontractors, review work discrepancies, and communicate organizational policies, purposes, and goals.
  • Coordinate the project kick-off, staffing readiness, transition activities, security discussions, financial reporting, and action-item follow-up with Government stakeholders.
  • Develop and maintain the Project Management Plan, including a minimum three-level Work Breakdown Structure, Integrated Master Schedule, risk and communications processes, procedures, and Quality Management Plan.
  • Prepare monthly status reports covering task progress, outages and availability, corrective actions, personnel status, milestones, travel, and required Government actions.
  • Convene monthly technical status meetings and biweekly project/Sprint status meetings; lead quarterly Program Management Reviews and provide required reports, minutes, decisions, and action tracking.
  • Track funding, spend plans, schedules, risks, and performance metrics. Coordinate service contract reporting, invoicing inputs, and travel/purchasing requests with the required Government review and concurrence.
  • Implement quality management and corrective actions; coordinate service levels, staffing, and escalation arrangements that sustain required mission and 24/7/365 support services.
  • Manage competing priorities and geographically distributed personnel; coordinate hiring, retention, replacements, and required key-personnel approval processes.
  • Lead transition-in and transition-out planning, knowledge transfer, and workforce coordination while maintaining service performance and minimizing disruption.

Minimum Qualifications
  • Possess an active Project Management Institute (PMI) Project Management Professional (PMP) or Program Management Professional (PgMP) certification.
  • At least seven years of experience within the past ten years as a Task Order Program Manager, leading and delivering IT and mission support services.
  • At least five years of experience within the past eight years planning and executing complex IT tasks and projects effectively with minimal Government direction and oversight.
  • Possess a Secret security clearance.

Preferred Qualifications
  • A DoDI 8570.01 Level I certification (any category or specialty equivalent) or higher.
  • One or more infrastructure-related technology certifications.
  • At least five years of experience within the past ten years leading a geographically diverse team.
  • At least five years of experience within the past ten years coordinating, communicating, and collaborating between government and public-sector personnel.
  • A master's degree or higher in business administration, computer science, engineering, management, or a related field.

Contract / Work Environment
  • Proposed ENLIST Key Personnel position supporting USMEPCOM, contingent upon award.
  • Work at USMEPCOM Headquarters in North Chicago, Illinois. Attend occasional Headquarters planning/team-building activities and travel to CONUS/OCONUS locations as required.
  • Work schedule must support Government coordination, project activities, required status meetings, and mission priorities.
  • Provide proof of U.S. citizenship; meet IT-II/Tier 3 or Tier 3 Reinvestigation requirements; obtain a Common Access Card (CAC); and submit investigation and baseline/computing-environment certification documentation for onboarding.

Salary range: $175,000 to $210,000 annually 
The salary range is a general guideline. We consider several factors when determining base salary offers, including the position's scope and responsibilities, the candidate's experience, education, and skills, and current market conditions.
