Nationwide IT Services is seeking a Management Analyst III to support the Department of Health and Human Services (HHS), Office of Civil Rights (OCR). The candidate will provide mission support services, provide recommendations and advice regarding the development and implementation of OCR’s mission.
The Office for Civil Rights (OCR), a staff division at the HHS Office of the Secretary, ensures that individuals receiving services from HHS-funded programs are not subject to unlawful discrimination, that civil rights laws promote health equity in HHS funded and administered by HHS to the extent possible, that regulated entities comply with applicable privacy and security requirements promulgated under HIPAA and HITECH, and individuals can exercise their rights to access their health information and can trust in the privacy and security of their health information. OCR carries out the HHS mission of improving the health and well-being of all Americans and providing essential human services. Job Description:
The Developer is responsible for working with the team to understand and implement needed reports in a custom reporting software system, engineering tables and data visualizations by wrangling and bringing together data sources, this role is focused on making use of the system to build the desired reports. This role supports enterprise business processes by building custom workflows, integrations, and analytics, especially using OpenText software: AppWorks and Magellan. Specific experience with this software is required. The developer works closely with technical and business stakeholders to make use of the platform, improve automation, and deliver scalable, maintainable, well-documented solutions.

A combination of education and experience may be used to qualify for this position. Experience must be equivalent to four years specialized experience equivalent to the GS-13/14 level in the Federal Government.

Duties and Responsibilities:
- Design, develop, and maintain custom data reporting solutions to address functional needs and mission-specific requirements.
- Customize and extend workflows, data input and output forms, and user interfaces.
- Develop and integrate OpenText applications with external systems using REST/SOAP APIs and database engineering services.
- Implement analytics, reporting, and AI-driven capabilities (including using OpenText Magellan) to enhance data insight and decision support.
- Translate business and operational requirements into technical designs and implemented solutions.
- Support system enhancements, upgrades, and performance optimization for OpenText platforms.
- Troubleshoot and resolve application issues related to custom OpenText development and integrations.
- Develop and maintain technical documentation for custom solutions, workflows, and integrations.
- Collaborate with system administrators, architects, and stakeholders to ensure solutions align with enterprise architecture and security requirements.
- Working knowledge of Open Text platforms; AppWorks and Magellan.
- 5+ years of development experience working with enterprise-scale data reporting applications.
- Demonstrated experience working with data reporting, including workflow development and process automation.
- Minimum Bachelor’s degree in Computer Science, Information Systems, Software Engineering, or a related technical field.
- Strong capabilities for charting workflows, business processes, and understanding data modeling concepts.
- Experience supporting enterprise or regulated environments (e.g., government, healthcare, or compliance-driven systems) preferred.
- Ability to analyze complex requirements and deliver scalable, maintainable technical solutions.
- Must obtain and retain a Public Trust Level II clearance.
- Ability to work well with a team in a high-visibility, fast paced environment.
- Must be flexible in balancing competing and new priorities with strong analytic, communication and writing skills.
