Nationwide IT Services is seeking a full-time Management Analyst II (Contracting) to provide mid-level analytical and operational support for acquisition and contracting functions within the Department of Health and Human Services (HHS), Office of Civil Rights (OCR). The candidate will provide planning, development, administration, and evaluation of contracts and related business processes to ensure compliance with federal regulations and alignment with OCR’s mission to protect the civil rights of individuals in health and human services programs.

The Office for Civil Rights (OCR), a staff division at the HHS Office of the Secretary, ensures that individuals receiving services from HHS-funded programs are not subject to unlawful discrimination.  OCR carries out the HHS mission of improving the health and well-being of all Americans and providing essential human services through promoting health equity while protecting the right of individuals to access their health information and the privacy and security of this information. OCR helps empower people’s health care decision-making and helps ensure the integrity of the health care system, both of which promote better health outcomes for the Nation.

Duties and Responsibilities:
  • Support the full acquisition lifecycle, including procurement planning, requirements development, solicitation support, evaluation coordination, and contract administration.
  • Analyze contracting data, spending trends, and procurement performance to identify efficiencies, risks, and cost-saving opportunities.
  • Develop and review acquisition documentation, including Statements of Work (SOW), Independent Government Cost Estimates (IGCE), acquisition plans, and contract modifications.
  • Ensure compliance with applicable federal regulations, including the Federal Acquisition Regulation (FAR), HHS Acquisition Regulation (HHSAR), and agency policies.
  • Coordinate with Contracting Officers (COs), Contracting Officer’s Representatives (CORs), program offices, and legal teams to support contract execution and oversight.
  • Track contract deliverables, milestones, and performance metrics; assist in monitoring contractor performance and preparing evaluation reports.
  • Support audits, internal reviews, and responses to oversight bodies by gathering and analyzing contracting documentation and data.
  • Assist in process improvement initiatives to enhance acquisition efficiency, transparency, and accountability.
  • Prepare reports, briefings, and presentations for leadership on contracting activities and program status.
Job Qualifications:
  • Minimum educational experience is a bachelor’s degree in business administration, public administration, finance, acquisition or a related field with 3–5 years of experience in federal contracting, acquisition support, or program analysis.
  • Ability to obtain and retain a Public Trust clearance.
  • Ability to work well with a team in a high-visibility, fast paced environment.
  • Flexibility in balancing competing and new priorities with strong analytic, communication and writing skills.
  • Strong organizational and time management skills.
  • Working knowledge of the Federal Acquisition Regulation (FAR) and federal procurement processes.
  • Experience supporting contract administration, documentation development, and compliance tracking.
  • Strong analytical, organizational, and problem-solving skills.
  • Proficiency in Microsoft Office Suite (Excel, Word, PowerPoint); experience with acquisition systems (e.g., PRISM, FPDS-NG, or similar) preferred.
Preferred Qualifications:
  • Experience supporting HHS or other federal health-related agencies.
  • FAC-C, DAWIA, or equivalent acquisition certification (or progress toward certification).
  • Experience with data analysis and visualization tools (e.g., Power BI).
  • Familiarity with civil rights compliance programs, healthcare regulations (e.g., HIPAA), or grants management.
