Nationwide IT Services, NIS, is seeking a Scientific & Engineering Force Development Analyst – Senior to support SAF/AQH (Office of the Assistant Secretary for Acquisition, Acquisition Career Management). AQH is the Air Force focal point for integrated management of the acquisition workforce across all functional areas. It is responsible for leading the Acquisition Professional Development Program, including implementing programs and policies, develops, reviews, and coordinates policy and strategic plans for the Air Force acquisition workforce. It is also responsible for managing the acquisition training office and funding to achieve strategic objectives for the workforce; career field management for scientists, engineers and acquisition program managers; management of SAF/AQ - assigned personnel including fill actions for civilian and military positions in coordination with the Air Force District of Washington (AFDW) and the Air Force Personnel Center (AFPC); management of the Acquisition Demonstration (AcqDemo) program; and the military officer management level review (MLR) promotion processes for SAF/AQ; SAF/AQ unit awards program, oversight of SAF/AQ manpower and support Contractors.
This position supports overarching acquisition workforce management as well as career field management for scientists, development engineers and program managers.

The tasks for this position include, but are not limited to:
- Reviewing and recommending policies and guidelines for the effective recruitment, retention, development, and sustainment of the Scientific, Technology, Engineering, and Mathematics (STEM) workforce in support of acquisition and technology development.
- Proposing creative and innovative HR management practices supporting the current and future technological requirements of Air Force acquisition and sustainment programs.
- Supporting the Air Force career field management and force development processes for the civilian and officer program management, scientist, and engineer career fields.
- Developing strategies and approaches for encouraging continuous learning and career development approaches that engage members of the workforce in processes designed to ensure the development of future leaders in the career areas.
- Soliciting and defending requirements for advanced academic degrees in the sciences.
- Any other tasks closely associated with the performance of duties list above and as coordinated with the COR.
Qualifications:
- Active Secret Clearance
- A master’s degree in a relevant discipline.
- At least 10 years of experience working Government Civilian personnel management, with at least four of those years working on or directly supporting Civilian workforce personnel policy.
- Extensive knowledge of the DoD HR policies and procedures.
- Demonstrated experience collaborating on decisions across multiple and diverse stakeholders to meet common and challenging technical objectives.
- Must be proficient in all computer-based communication/office IT tools, to include the following: Microsoft (MS) Office Suite – Word, Power Point, SharePoint, Excel, TEAMS; Adobe (both reader and Pro).
- Must have the ability to learn new software/office IT tools as needed in a timely manner.
- Must be proficient in public speaking: capable of delivering briefs, speaking in meetings in person and online, and giving presentations.
- Ability to Travel as required (variable schedule – up to two trips on a quarterly basis).
- 12 years of relevant work experience may be substituted for a MA/MS degree.
- BA/BS degree plus 8 years of relevant work experience may be substituted for an MA/MS degree.
Physical Requirements:
- Ability to move or traverse throughout a large, secure facility and between multiple work areas
- Ability to perform repetitive motions with hands, wrists and fingers
- Ability to sit for prolonged periods at a desk and working on a computer
