Position Summary:
Nationwide IT Services is seeking an experienced IT Acquisition Subject Matter Expert (SME) to support the USDA RD Technology Office by providing end-to-end acquisition support across the full program lifecycle. This role ensures compliance with federal acquisition regulations and supports the planning, development, execution, and management of IT procurements.
This is a remote position, contingent upon contract award.

Position Summary:
Nationwide IT Services is seeking an experienced IT Acquisition Subject Matter Expert (SME) to support the USDA RD Technology Office by providing end-to-end acquisition support across the full program lifecycle. This role ensures compliance with federal acquisition regulations and supports the planning, development, execution, and management of IT procurements.
This is a remote position, contingent upon contract award.
Key Responsibilities:
- Provide expert guidance on federal acquisition and contracting regulations, policies, and procedures.
- Support all phases of the acquisition lifecycle, from planning through post-award administration.
- Develop and review acquisition documentation, including:
- Requests for Information (RFIs)
- Statements of Objectives (SOOs)
- Performance Work Statements (PWS)
- Cost estimates and evaluation criteria
- Market research and analysis
- Collaborate with stakeholders to define and refine IT requirements aligned with mission needs.
- Assist in developing acquisition strategies, including:
- Contract type selection
- Market research
- Small business considerations
- Use of contract vehicles (e.g., GSA Schedules, IDIQs, BPAs)
- Conduct cost, schedule, and cost-benefit analyses; validate financial and budgetary inputs.
- Track and manage acquisition packages from initiation through award.
- Support post-award contract administration, including performance monitoring and issue identification.
- Assist with Quality Assurance (QA) activities, including surveillance planning and execution.
- Provide acquisition-related training and promote best practices.
- Minimum of 5 years of experience supporting federal acquisition compliance, documentation development, and acquisition strategy activities across the full acquisition lifecycle.
- Demonstrated experience supporting federal IT acquisitions across the full lifecycle
- Strong knowledge of federal acquisition regulations and contracting processes
- Experience developing acquisition documentation and strategies
- Ability to perform cost analysis and evaluate contract performance
- Strong collaboration and communication skills.
