Nationwide IT Services is seeking a strategic, detail-driven Senior Proposal Manager to lead high-impact federal proposals from capture through submission. Based in Fairfax, VA, this role is ideal for a proven leader who excels in managing compliant, compelling, and content-rich proposals while driving team execution in fast-paced, deadline-driven environments.
Responsibilities
- Lead end-to-end proposal management across multiple, concurrent federal solicitations (RFPs, RFIs, RFQs, and other requests)
- Own and enforce full solicitation compliance, including detailed compliance matrices, requirement traceability, and adherence to Section L/M instructions
- Translate win strategies into clear, compliant, and persuasive proposal content and messaging
- Drive proposal writing and content development, including drafting, refining, and integrating technical, management, staffing, and past performance volumes
- Develop, maintain, and evolve reusable content libraries, including technical approaches, management plans, and corporate boilerplate
- Manage and maintain a robust past performance library, ensuring accuracy, relevance, and alignment to target opportunities
- Develop and manage detailed proposal schedules, outlines, and work plans; assign and track proposal staff tasking across all volumes
- Lead storyboarding, solutioning sessions, and color team reviews (Pink, Red, Gold) with a focus on compliance and evaluator alignment
- Orchestrate cross-functional teams including SMEs, writers, editors, graphics, pricing, and subcontractors
- Coordinate and collaborate with teaming partners, supporting both prime and subcontractor roles in joint proposal efforts
- Provide hands-on editing, compliance reviews, and quality assurance to ensure consistency, clarity, and responsiveness
- Direct proposal production, formatting, and final delivery with precision and adherence to submission requirements
- Ensure on-time, compliant submissions in high-pressure, quick-turn environments
- 5+ years of federal proposal management experience (IT/technical focus)
- Four-year degree from an accredited university or college
- Demonstrated experience producing fully compliant federal proposals and solicitation responses (RFP, RFI, RFQ, etc.)
- Strong command of Shipley proposal methodologies or equivalent
- Proven experience writing, editing, and managing proposal content development
- Experience building and maintaining content libraries and past performance repositories
- Experience with IDIQs, GWACs, BPAs, quick-turn bids, and large-scale pursuits
- Strong leadership skills with experience managing proposal staff tasking and cross-functional teams
- Ability to collaborate effectively with internal teams and external partners (prime/sub relationships)
- Advanced proficiency in Microsoft Office (expert-level MS Word)
- Exceptional organization, analytical thinking, and attention to detail
- Experience supporting DoD and/or Intelligence Community (IC) proposals
- Experience in both prime and subcontractor proposal environments
